What changed
The fee for a permanent residence permit is 200,000 yen for applications received on or after 1 October 2026, up from 10,000 yen. It is payable when the permit is granted. For applications handled at the counter it is paid with revenue stamps, with the stamp amount stated on the notice postcard.
Who it affects
Anyone who files a permanent residence application from that date. What counts is the day the application is received, not the day the permit is granted: an application received up to 30 September 2026 pays the old 10,000 yen even if the permit is granted after 1 October.
Key numbers
- New fee: 200,000 yen for applications received on or after 1 October 2026.
- Old fee: 10,000 yen for applications received up to 30 September 2026.
- Difference: 190,000 yen.
- Statutory ceiling: 300,000 yen in Article 67 of the Immigration Control Act. The actual fee is set by cabinet order within that ceiling.
- Reduced fee: 20,000 yen, only for a spouse or child of a Japanese national, a permanent resident or a special permanent resident who is in hardship close to the public-assistance level and needs humanitarian consideration. A reduction cannot be claimed through the online system.
No fee is charged when permanent resident status is acquired on a ground such as birth, as opposed to applying to change from another status.
Reason given
The government’s January 2026 comprehensive measures justify the increase on the beneficiary-pays principle: foreign residents should bear a reasonable share of the rising cost of strengthened immigration management and support measures.
What to check
Check the Immigration Services Agency’s permanent residence procedure page and its fee notice for the amount that applies to your filing date, and whether a reduction applies to you.
