What changed
Since 16 October 2025 a Business Manager applicant needs the following. The Immigration Services Agency set these standards in its revision of the landing standard ministerial ordinance.
- Capital of at least 30 million yen, or total invested funds of that size for a sole proprietor. A corporation cannot add staff salaries or office running costs to reach the amount, and capitals of several companies are not added together: at least one company must have capital of 30 million yen or more.
- At least one full-time employee who is a Japanese national, a special permanent resident, or a holder of Permanent Resident, Spouse of Japanese National, Spouse of Permanent Resident or Long-Term Resident status. Holders of other (Annex I) statuses do not count.
- Japanese at B2 level held by either the applicant or a full-time employee, proven for example by JLPT N2 or higher or BJT 400 points.
- The business plan submitted at the time of status determination must be confirmed by an expert such as a small business management consultant, certified public accountant or tax accountant.
Renewal for current holders
- People already holding the status before the change will not be refused an extension solely for failing the new standards until 16 October 2028. Problems such as non-compliance with labour laws, unpaid or missing social insurance, or missing business permits can still lead to refusal at renewal.
- During the transition, a renewal is decided on business condition and the prospect of meeting the new standard, and a document evaluated by an expert may be requested.
- Renewal applications filed after the three-year transition must meet the revised standard. A company in good financial standing that pays its taxes and is expected to meet the standard by the next renewal is judged comprehensively rather than rejected outright.
- The agency also checks compliance with labour, minimum wage and insurance rules, and with public dues, at renewal.
Permanent residence
After the effective date, permanent residence from Business Manager is not granted to those who do not meet the revised standards. The same applies to Highly Skilled Professional 1(c) and 2 held on the basis of business management, and a change from Highly Skilled Professional 1(c) to 2 is also not permitted.
What to check
Check the agency’s notice on the revised standards and its page on the landing standard ordinance for the exact conditions, especially if you hold the status now and plan to renew after 16 October 2028.
