At the latest re-read the MOFA exemption page was still dated 1 September 2025 and still counted 74 countries and regions, and no suspension or reinstatement notice for any exempt country was found on it, so the table in this ledger is the latest published one.
  • For a Certificate of Eligibility application, Categories 3 and 4 must also submit a document showing the work terms (a labour conditions notice, officer pay resolution or transfer letter), proof of education or career history, the company registry certificate, a document describing the business, and the latest financial statements or a business plan for a new business.

  • A Certificate of Eligibility for the spouse of a Japanese national needs the form, a photo, the Japanese spouse's family register, the marriage certificate from the applicant's country, proof of living costs (tax certificates or a bank record), a letter of guarantee, a household resident record, a questionnaire, 2-3 couple photos and communication records, and a return envelope.
  • A Dependent COE needs the form, a photo, a return envelope, a document proving the relationship to the supporter, a copy of the supporter's residence card or passport, and proof of the supporter's occupation and income such as an employment certificate and resident-tax and tax-payment certificates.
  • For a tourist paying their own way MOFA's checklist asks for a valid passport, one application form, one photo, a flight itinerary with dates of arrival and departure, and proof of ability to pay such as an income certificate, tax return or bank statement; business visitors add a travel order or employer letter and an invitation letter or transaction agreement. (Checklist for all nationalities except China, Russia, the CIS countries, Ukraine, Georgia and the Philippines.)
  • Article 5(1) items 1 to 3 bar entry to patients of Class 1 and 2 infectious diseases, new influenza-type and designated infectious diseases (or those showing signs of a new infectious disease), to people with a severe mental disorder travelling without an escort set by ministerial ordinance, and to paupers or vagrants likely to burden the state or a local government.
  • Article 5(1) item 4 bars anyone ever sentenced in Japan or abroad to imprisonment of one year or more or an equivalent penalty (political offences excepted), item 5 bars anyone ever punished for narcotics, cannabis, opium, stimulant or psychotropic drug laws regardless of sentence length, and item 5-2 covers people previously punished or removed for violence tied to major international sports events or conferences who are likely to cause such violence at one held in Japan.
  • Item 6 bars unlawful holders of narcotics, opium, stimulants or opium-smoking tools, item 7 bars anyone who has worked in prostitution or its brokering or premises (except trafficking victims), item 7-2 bars people who carried out or assisted human trafficking, and item 8 bars unlawful holders of firearms, crossbows, swords or explosives.
  • Item 9-2 bars a person sentenced to imprisonment for specified crimes committed while resident under a Table I status if the judgment became final after leaving Japan, until five years after it became final, and item 10 bars, with no time limit, anyone deported under Article 24(4)(o) to (yo), the serious crimes, terrorism and similar grounds.
  • Item 11 bars people who plan or advocate overthrowing the Constitution or government by force or who form or join groups doing so; item 12 bars people who form or join, or are closely tied to, groups urging violence against public officials, unlawful damage to public facilities, or labour action that disrupts workplace safety facilities; item 13 bars people who plan to produce or distribute printed matter or films to further those groups' aims; and item 14 lets the Minister of Justice bar anyone with reasonable grounds to think they would harm Japan's interests or public security.
  • Under Article 14-2 a passenger (not crew) on a designated cruise ship can be permitted a cruise-sightseeing landing for up to 30 days (7 days on a route with only one Japanese port of call), returning to the ship each time, or repeated landings within 30 days; a permit document is issued, limits on period and area can be attached, and anyone falling under the Article 5(1) grounds is excluded.
  • Article 15 transit landing covers two cases: a ship passenger making an excursion to a different port of the same ship while it is in Japan, and a traveller passing through Japan who will leave by another vessel from a nearby port within three days of landing.

  • Passports eligible for the Trusted Traveler Program are those of countries and regions designated by ISA notice that are on the visa-exempt list, including the United States, Canada, Australia, the United Kingdom, Singapore, South Korea and most European states, although some passports of those places are excluded.
  • The documents for a re-entry permit are the application form, the residence card or special permanent resident certificate, and the passport (or a written reason if there is none), plus an identity document for a proxy; the standard processing period is the same day, and the permit is refused only for someone under a detention order or otherwise judged unsuitable.
  • Five groups cannot use the deemed re-entry permit and need an ordinary one: people whose status revocation procedure is under way, people subject to a hold on departure confirmation, people under a detention order, people with a designated-activities status who have a refugee application pending, and people the Minister of Justice certifies as a risk to Japan's interests or public security.

  • An extension application is filed with the extension form, one photo and the presentation of the passport and residence card, plus the evidence set that depends on the status and, for work statuses, on the employer's category 1 to 4.
  • A change-of-status application for the Engineer/Specialist in Humanities/International Services status is filed with the change form, a photo and the passport and residence card shown, plus employer-category-dependent evidence; the ISA's change-of-status page says the documents differ by the status applied for.
  • An application for acquisition of a status of residence needs the acquisition form, one photo, the passport shown, and one document proving the event (a nationality-renunciation certificate, or proof of birth or the other reason), with no residence card because none has been issued yet.
  • For the Engineer/Specialist in Humanities/International Services status, applications are sorted by the employer's category 1 to 4: for categories 1 and 2 (listed companies, public bodies, large withholding-tax payers) little beyond the proof of category is needed, while for initial and change-of-status filings categories 3 and 4 must add contracts, registry and financial documents.
  • For an Engineer/Specialist in Humanities/International Services change of status in categories 3 and 4, the employer-side evidence includes a labor-conditions document or officer-pay resolution, the applicant's degree or work-history proof, the company's registry certificate, a description of the business and the latest financial statements or a business plan.
  • From applications on 15 April 2026, category 3 and 4 employers must additionally submit a declaration about the organization's representative, and where the job mainly uses a language skill (for example interpreting or hotel front desk) proof of CEFR B2-level ability in that language.

  • For an Engineer/Specialist in Humanities/International Services extension, only category 3 and 4 employers' staff must add the latest-year resident-tax certificate (taxed or non-taxed) and tax-payment certificate, whereas category 1 and 2 need nothing further in principle; the first extension after moving to a category 3 or 4 employer adds the contract, registry and financial documents again.
  • A Dependent extension or change application needs a document proving the family relationship (family register, marriage or birth certificate), a copy of the supporter's residence card or passport, and proof of the supporter's occupation and income such as an employment certificate and tax certificates (or, if the supporter is not earning, for example a student, a bank balance or scholarship certificate).
  • A tax certificate and a resident-tax certificate are each requested, but a single certificate that shows both the year's total income and the tax payment status is accepted instead; they are issued by the ward or city office for the address held on 1 January.
  • A change of status to Spouse of Japanese National needs the Japanese spouse's family-register extract showing the marriage (within 3 months), the foreign marriage certificate, proof of living costs, the Japanese spouse's guarantee letter and household resident record, a questionnaire, and 2 to 3 snapshots of the couple, with SNS or call records also accepted as proof of contact.
  • A Spouse of Japanese National extension needs the Japanese spouse's family-register extract, proof of living costs (the supporting person's tax and tax-payment certificates for the latest year), the spouse's guarantee letter and the spouse's household resident record; the questionnaire and couple snapshots required for a change of status are not listed.
  • The school-prepared confirmation forms that accompany a Student extension or change are written by the enrolled or planned school, not by the applicant, and are not required for non-language vocational schools, high schools, certain graduates from listed countries, or applicants whose school has not changed since the last filing.

  • A Student change of status needs a statement of expense payment, while a Student extension needs a declaration of living-cost payment; both come with a list of accepted scholarship certificates and a form note on which documents are required for the applicant's nationality.
  • The guideline's eight points are: the activity fits the status (a must), landing criteria are met (in principle), and then representative factors: past activity under the current status, good conduct, independent livelihood, proper employment conditions, tax duties, and notification duties; meeting all of them still does not guarantee permission.
  • The online residence application system can be used by staff of the sponsoring organization, lawyers and administrative scriveners, staff of public-interest corporations and registered support organizations, the foreign national, a statutory representative, and a spouse, child or parent as a relative.

  • Online filing covers certificate of eligibility, change of status, extension, acquisition and certificate of authorized employment applications, and re-entry and outside-status permission only together with a change, extension or acquisition; Diplomat, Temporary Visitor and the departure-preparation Designated Activity are excluded.
  • Applications may be filed for the applicant by approved agents (staff of the employing or educating organization, supervising bodies and certain public-interest corporations approved by the regional bureau head) or by lawyers and administrative scriveners who have notified the regional bureau; relatives may file for a child under 16 or an ill applicant.

  • The persons the cabinet order designates for a fee reduction or waiver are: people near public-assistance level who need humanitarian consideration (such as recognized refugees); people changing to Diplomat or Official; Official holders extending; and others set by ministerial ordinance.

  • The poverty test in the ISA fee-reduction guideline covers four types: people receiving protection on par with public assistance, people receiving protection payments while an asylum claim is pending, people receiving support benefits as returned Japanese-descent war orphans, and others judged equally destitute (only for certain humanitarian categories, judged on assets and work status).
  • The humanitarian side of the test has 12 types, including recognized refugees and their long-term-resident extension, third-country resettlement refugees, Indochinese refugees, returned war orphans, victims of trafficking, children in child-welfare facilities, patients with designated intractable diseases and their carers, and children with disabilities; a person must meet one poverty type and one humanitarian type.
  • Evidence for a fee reduction differs by type: a public-assistance recipient certificate, a payment receipt dated within the last 2 months, a support-benefit identification, or for the 'equally destitute' type a year of income-tax or non-taxation certificates plus a copy of a bankbook, and for some humanitarian types a child-welfare placement certificate or a medical or allowance certificate.
  • The fee can be waived entirely for people changing to Diplomat or Official, Official holders extending, and certain Designated Activity holders who work for or are family of staff of the Japan-Taiwan exchange association office or the Palestinian delegation in Japan, including their extensions.
  • A certificate of authorized employment needs the application form, the outside-status permission if held, the residence card and passport shown; if the employer or activity changed after the last permit, documents showing the new workplace and activity are added.
