Certificate of Eligibility: the usual first step before you come

For most work, study and family statuses, a Certificate of Eligibility (在留資格認定証明書) is applied for in Japan before the visa application abroad.

Reviewed on 2026-10-22

What it is

It is an application made before entry to show that the activity you plan in Japan fits one of the residence statuses and meets the conditions for landing. It is not needed for a short-term stay or for permanent residence. There is no fee for the application.

Who applies

The applicant or a staff member of the organization that will receive you applies at the immigration office that covers the place you will live or the receiving organization. A lawyer or administrative scrivener (行政書士) who is registered for this can also submit it for you. Once issued, the certificate is shown when you apply for the visa at the embassy or consulate, which makes the visa and landing procedures quicker.

What it does not do

The certificate does not promise that a visa will be issued or that you will be allowed to land. Each step is decided separately. Check the status page for what the status requires and ask the Immigration Services Agency or a licensed administrative scrivener about your case.
