What it allows

For a staff member of an overseas office of an organization that also has an office in Japan, transferred to the Japan office for a fixed period to do work of the Engineer/Specialist in Humanities/International Services type. It is the same as that status except that the stay is for a fixed transfer period and for the specific office. A new, separate category for short skill-acquiring transfers (under 1 year in total) is planned from 1 April 2027.

What it is

Under Enforcement Regulation Appended Table 4 (Article 6-2), the proxy who may file a COE for most work statuses is a staff member of the Japanese organisation that contracts with the foreign national or that the person is transferring to; for Business Manager it is staff of the business office, or the entrusted person when a new office is being set up.

In the October 2026 guideline, 'work-purpose status' excludes Technical Intern Training, Employment for Skill Development, Specified Skilled Worker (i), Intra-company Transferee and some Designated Activities, so time in those statuses does not count toward the 5-year work-status period.

The Japan-side work of an Intra-company Transferee must be of the Engineer/Specialist in Humanities/International Services type, so transfers into Skilled Labor-type or other work do not fit this status.

A person who has not worked continuously for a year at the overseas office and so fails the Intra-company Transferee standard can still enter under Engineer/Specialist/International Services if that standard is met, for example by not limiting the transfer period, and a transfer inside the same legal entity needs no new employment contract.

How it works

For certificate-of-eligibility filings, a Category 1 or 2 employer normally needs only the common application items plus proof of its category, because other documents are in principle not required.
