What it allows

For people in advanced academic research, specialized or technical work, or business management who reach 70 points or more on the points table, or who qualify through the separate high-income route (J-Skip) without points. It lets you carry out several activities at once and brings preferential treatment, such as a shorter residence period before applying for permanent residence.

No. 1: 5 years. No. 2: no time limit, after 3 or more years in No. 1 (1 year on the J-Skip route); see the official source for the other conditions.

The No. 1 status requires that the person meet standards set by Ministry of Justice ordinance and carry out one of the three category activities that are expected to contribute to Japan's academic research or economic development.

"Remuneration" counted for points means pay given in return for services, such as basic salary and diligence or adjustment allowances; allowances that merely reimburse costs (commuting, family, housing), unless taxable, are excluded.

Who qualifies

If a person does not meet the revised standard after the effective date, permanent residence cannot be granted from Business Manager or from Highly Skilled Professional 1(c) or 2 held on the basis of business management, and a change from Highly Skilled Professional 1(c) to 2 is also not permitted.
